I thereupon addressed a note to
Monsieur Liébert (copy enclosed) and I shall be obliged
if you will inform me of the views of the Colonial Defence
Committee and give me your instructions in the matter.

The question at issue is no doubt
one which has already been considered by His @jesty's
Government in its larger aspects, but I have at present
no information whatever as to the lines upon which inter-
-national policy will be guided in this question. So far as
Hongkong is concerned, and pending any international con-
-vention on the subject, it appears to me that in an
island fortress like this it would be manifestly dis-
-advantageous to permit aviation in the vicinity of our
defences,
and it is difficult to assign any locality even
in the New Territories from which ascents could be made
without exposing our defences to scrutiny.
